When installing Cygwin sometimes it corrupts the $Recycle.Bin folder with it’s permission setting somehow. That in turn makes problem in your Vista OS while operating through the explorer.
Work around through it is a bit tricky for Vista. Here is what you can do :

Restore to previous version the root drive
Alternatively, if you can’t succeed doing that or do not have any option for doing that try the following:

Start a command prompt or type
cmdat the run prompt with admin rights.
Type the followings:cd \ attrib -S -H /S $Recycle.Bin del /F /S /Q /ASH $Recycle.Bin\ exit

I was trying to learn and earn the Ruby and further on RoR — Ruby on Rails, a web development framework. On the way I found out the wonderful Stylish gem that can be used to create the CSS from within the Ruby for the yielded pages!
This is indeed a wonderful tool created by Ben Estaugh of Extralogical.
As Ben says, Stylish has more beauty of creation when gemmed with Ruby 1.9 as it can be layed out more CSS like with shorthand syntax available for hash in 1.9.
